NLVouchers: An International Comparison
Vouchers and other demand-steering mechanisms deliver real power of choice to the individual beneficiary. It thus marks a shift away from old-style inputfinancing common to most social service delivery in the western world towards output financing based on consumer appreciation.
Public SPACE has conducted an international comparison of 24 such projects from countries such as the US, UK, Austria, Belgium and Singapore. Lessons learned have been identified for each individual project but also on an aggregated level, thus enhancing understanding of the different design variables that make the difference between a successful and a failed project.
